Survey and research on cultivation of intellectual property-intensive enterprises in machinery and equipment manufacturing industry in Taizhou

  1 Basic status quo

Taizhou equipment manufacturing industry has a good development foundation and a large scale, is an important base in Jiangsu Province, the existing above-scale enterprises more than 1400, 2015 main business income (sales) exceeded 602 billion yuan, accounting for 53.6% of the city’s industrial enterprises, becoming the first pillar industry in the industrial economy of Taizhou.

The city has built more than 20 industrial clusters with equipment manufacturing as the theme, with annual sales of more than 250 billion yuan. In the above-scale enterprises with sales of more than 1 billion yuan, 5 billion yuan and 10 billion yuan, there are 61, 17 and 4 enterprises, 8 listed companies, 8 Chinese well-known trademarks, has built more than 31 provincial-level enterprise technology centers, 8 postdoctoral workstations, more than 130 provincial-level high-tech enterprises, more than 100 drafting units of industry standards.

  2 industry highlight problems

New technology products less, quality and efficiency is not high, high and high-end equipment manufacturing industry completed output value accounted for less than 25% of the total output value of the equipment manufacturing industry, a wide range of small and medium-sized innovation R & D expenditure is not enough, R & D expenditure only accounted for an average of less than 2.9% of sales revenue, original technology, core technology is still less, the new output rate is far below 20% of the province’s average level.

Lack of long-term incentive mechanism for knowledge innovation. One hundred people have 9.3 effective patents and 4.1 effective invention patents. Most enterprises would rather choose to buy patented technology than spend more resources to train their own R&D personnel. The maximum amount of invention patent reward for job inventors does not exceed 5,000 yuan, and there are even fewer or no rewards for utility models and designs, and the reward for job inventions is rarely exclusive to individuals.

Lack of strategic layout of trademark, the best enterprise trademark 3.5 pieces/100 people, the lowest 0.6 pieces/100 people. Many enterprises focus on the assessment of tangible assets and neglect the assessment of trademark value, focus on domestic protection and neglect the international market, and almost few enterprises register their trademarks overseas.

The lack of talents restricts the development of enterprises. First, the lack of entrepreneurs with comprehensive use of intellectual property rights. Second, the lack of scientific and technical personnel, high-end scientific research talent. With a master’s degree or more graduate students in many enterprises is almost zero. Professional research and development personnel accounted for less than 10% of the number of employees. Third, the lack of skilled blue-collar workers, most enterprises with college degrees or above only account for about 30% of the number of employees.

  3 intellectual property-intensive enterprises to cultivate the countermeasures

  3.1 Take enterprises as the main body and increase the capital investment in innovation system

Focus on bigger and stronger enterprises, make good use of external technical resources, promote regional open cooperation, cooperation with superior enterprises, joint venture and cooperation with domestic and foreign well-known large companies, cooperation with universities and research institutes, use the research and development power of research institutes to solve problems and technology development for enterprises, and joint research institutes to declare national research projects. Around the leading industrial chain, strengthen cooperation with international cooperation, through outsourcing, purchase of R & D and services to obtain technology, but also the implementation of acquisitions, mergers, equity participation in international brand enterprises, to overseas with production bases, the establishment of R & D centers.

Accelerate the training of high-end innovative talents, and encourage enterprises and universities, research institutions to jointly train technical personnel. With preferential conditions, special mechanism, special environment and special policies to introduce shortage of talents in enterprises, implement better and more special policies for major innovative science and technology projects, innovation teams with cutting-edge technology and bringing significant economic and social benefits to industries, knowledge creation leaders with international scientific and technological activities and high-level management talents to settle in Taizhou.

Guiding enterprises to dovetail with local universities to carry out “order-based” training and improve the skills, education and knowledge structure of employees. To attract talents to work in Taizhou, we set up files of local candidates’ universities and their majors, and provide students with study and internship opportunities according to the situation of enterprises, so as to increase the probability of local students returning home to work; many enterprises in Taizhou are far away from urban areas, so we build talent apartments in the main city or central city to improve the living conditions of talents, so as to reduce the turnover rate of senior talents.

  3.2 Strengthen strategic management of intellectual property with market competition as the guide

Focusing on strategic emerging industries and traditional advantageous industries, guide enterprises to change their business concepts and business models, implement enterprise branding projects, and cultivate famous trademark strategies. For the good growth of high-end equipment manufacturing products, the organization of joint research major key technologies, the formation of a number of high-value core patents.

Using various promotion meetings, exhibitions, television, newspapers, the Internet and other media, celebrity effect and other ways to promote the products, expand the visibility of famous and excellent products.

Cultivate entrepreneurs who use intellectual property rights comprehensively, guide enterprises to use knowledge management instead of the original scientific management style, and incorporate intellectual property strategy into a priority core position of business management strategy. Comprehensively implement the “Enterprise Intellectual Property Management Code”, establish intellectual property management research institutions in enterprises, cultivate specialized intellectual property management talents, and establish an expert advisor system for intellectual property rights protection to avoid intellectual property risks.

  4 Take innovation as the leading role and establish an IPR intensive driving system

Insist on promoting development by innovation, encourage enterprises to establish an incentive mechanism for employee creation within the enterprise, and reward inventors with heavy recognition. Strengthen the coordination between science and technology policy and economic policy, and cultivate a number of high-tech enterprises that meet the strategic requirements of industrial development, master core technology and independent intellectual property rights, and have international competitiveness.

Encourage enterprises with R & D strength to declare high-tech enterprises, various types of science and technology projects and other measures, technology transactions and the declaration of patents to give incentives, enhance the soft power of science and technology services. The government to purchase patent technology services by way of patent storage, encourage financial institutions to support the industrialization of intellectual property rights, promote intellectual property pledge loans, promote the implementation of intellectual property rights insurance and comprehensive liability insurance and other business, to resolve the risk of intellectual property rights in the business activities of enterprises.

  5 Create an intellectual property innovation environment with cooperation as the main line
